Legal Research Basics : Statutes

This page discusses the basics of legal research and where to find the most commonly sought information.

In the Library

A current copy of the Tennessee Code Annotated (TCA) can be found in the Reserve Reading Room on the first floor. There are also copies on Secured Reserve and the fourth floor. Previous editions are on Secured Reserve and on the fourth floor. The TCA is available online.

The United States Code can be found on the first floor in the tall stacks. Prior versions are on the third floor. You can access the U.S. Code online through the FDSys database.

State codes are found on the fourth floor in alphabetical order. To find a state code online, search for "state name code" in your preferred search engine.

Statutory Law

Statutory law is the law enacted by the legislature.

In Tennessee, this is the General Assembly; for U.S. federal law, it is Congress.

The U.S. Constitution and the state constitutions are also considered statutory law.

Statutory law is published in three different ways: session, or slip, laws, statutory codes, and annotated statutory codes. Session or slip laws are a collection of all of the laws passed by a legislature in a particular session. The laws are arranged chronologically, not by subject.

Statutory codes arrange the laws by subject. An annotated statutory code contains the law but includes additional information, such as a history of the section of the law, cases that interpret the law, citations to regulations promulgated under the law, and law review articles about the law.
